La région de la Boucle du Mouhoun est une des 13 régions administratives du Burkina Faso. Composée de 6 provinces (Balés, Banwa, Kossi, Mouhoun, Nayala et Sourou) avec leurs six chefs-lieux respectifs (Boromo, Solenzo, Nouna, Dédougou, Toma et Tougan), qui sont des Communes urbaines, 41 communes rurales et 1042 villages. Pour son développement intégral, la région a bénéficié du financement de 250 projets à hauteur de 2 500 000 euros de la Coopération autrichienne à travers le programme HERA. Elle était partie pour trois ans et un mois allant du 1er décembre 2013 au 31 Décembre 2016. Un projet fédérateur, conscient des principes de la décentralisation que sont l’autonomie et la libre administration, les acteurs du projet durant l’opérationnalisation en ont fait leur philosophie « HERA », qui signifie ‘’Paix et Bonheur’’. De sa première et sa troisième phase, le projet HERA a couvert les 13 communes de la région dont 8 communes rurales et 5 communes urbaines. Adduction d’eau potable, appui à l’entrepreneuriat local, formation et renforcement de capacité en matière de gestion des ressources naturelles et financement de projets structurants sont, entre autres, les actions qu’a soutenues le projet HERA, rendant ainsi autonomes plusieurs personnes. Le projet n’a, en effet, d’impact réel que si les acteurs laissent aux bénéficiaires la latitude et la liberté de concevoir et de mettre en œuvre leurs propres activités en fonction de leurs besoins réels. La spécificité du projet HERA a contribué à sa réussite et il n’est plus à démontrer que le développement réel est celui fait par les populations pour les populations.
